A goal without an owner and a measure is a wish with a deadline attached. Pin the output shape and the wishes can't survive the table: one row per goal, a named owner, a measure written as a number somebody can check, a date, and where that number comes from. The format does the arguing for you. A leader who can't name the measure for their own goal finds that out in row three instead of in month three. Missing owners come back as [NEEDS: owner], because the AI does not get to assign work to people who never agreed to it.
