A quotation mark is a promise that these are the exact words. Break it once in minutes that reach a board and you spend credibility you won't earn back in a quarter. So: quotes come from the transcript verbatim or they aren't quotes. No cleaning the grammar inside the marks. No stitching two sentences together with an ellipsis to make a tidier line. Inaudible or garbled becomes [NEEDS: verify wording], and you go back to the recording. Anything you're summarizing lives outside the quotation marks, in your words, plainly labeled.
