AI will fill an empty cell. It will carry last week's number forward, average two figures that shouldn't be averaged, and round 47 to about 50 because it reads better. Every one of those becomes a number your executive repeats in a meeting. The override rule: the pasted reports are the only source of any figure on the page, every figure carries the report it came from, and anything the reports don't state renders [NEEDS: ...], never an estimate, never a carry-forward, never a roughly. Three honest blanks make a usable dashboard. Three invented numbers make a trap that goes off later.

You are compiling my dashboard from the reports pasted below. Every number in your output comes from those reports and carries a tag saying which one. No carry-forwards, no averages I didn't ask for, no rounding, no approximately. Any figure the reports don't state renders [NEEDS: figure from <department>]. If two reports disagree, print both with tags and flag CONFLICT, don't pick one.
