One voice gives you one angle; a panel gives you the blind spots. The skill is assigning several named seats - a chief of staff, your principal on a bad day, the person whose week gets moved - and making each critique the plan from its own interest, then synthesising. You are not asking 'is this good?'; you are asking three people who would each catch a different mistake.
