Split into rules/

Past a few hundred lines, split the monolith: a .claude/rules/ folder with one file per concern (note-voice.md, never-send.md, pack-rules.md). Claude pulls the relevant rules for the task at hand instead of hauling everything everywhere. Building a week-ahead generator? It loads the voice and never-send rules; a pack task loads the pack rules.
